By obtaining the Schengen visa = you can enter the following countries

Austria Germany Netherlands
Belgium Greece Norway
Denmark Iceland Portugal
Finland Italy Spain
France Luxembourg Sweden
Czech Republic Hungary Estonia
Latvia Lithuania Malta
Poland Slovakia Slovenia

Because France is ur destination so you need to apply Schengen visa with French embassy.

If you aren't travel to another country, you cannot apply for the Schengen visa with other embassy.

But if you are going more than one country, you can apply Schengen visa with other country,
let's say if you are going France and Germany but you stay in Germany longer or you enter Germany as the first country, you are eligible to apply Schengen visa with German embassy.

I'm not so sure but I wrote according to my experience.
